Otepoi, Rhumba says she goes over the faces multiple times lightly with different colors until she gets what she wants. Or until the colors are layered too thickly (the color may be carried in wax or oil base, depending on the pencil) and start to break up. The she has to either erase it back a few layers, or start over.

It also takes a penchant for maniacal detail work, and Rhumba has that, too.
